Officially opened in 2009, this massive multi-level complex spans 10 hectares inside the upscale, modern Marina Mazatlán district. The center is uniquely designed to host large-scale industrial congresses, academic forums, political events, and international conventions, serving as a critical driver for the port's business tourism industry.

Beyond its cutting-edge business facilities, the center is a major cultural landmark. The entire northern exterior facade of the building is covered by a breathtaking, Guinness World Record-certified mural created by the legendary Sinaloan artist Ernesto Ríos Rocha. The center's iconic mural, titled "Desarrollo histórico, económico y turístico del Mar de Cortés" (Historical, Economic, and Tourism Development of the Sea of Cortez), was certified by Guinness World Records in November 2009. It is celebrated as the largest mural in the world created by a single artist.

Occupying a monumental surface area of 1,687.43 square meters (standing 24.56 meters high and spanning 68.34 meters in length), the artwork consists of 105 reinforced concrete panels. Ernesto Ríos Rocha used an intricate mixed technique of sculpto-painting that masterfully combines:
